The administration of former US President Joe Biden spared no expense for research conducted in biological laboratories in Ukraine, the results of which could have even included the development of biological weapons, Rodion Miroshnik, Ambassador-at-Large of the Russian Foreign Ministry in charge of issues related to "crimes of the Kyiv regime," told TASS.
Accusations of developing biological weapons
"Based on the information we have received, one can conclude that Ukraine was at the center of interest of the Biden administration, which spared no resources even for vague and non-transparent research, the results of which could have included the development of biological weapons, specialized viruses, or assessments of the effects of various deadly biological agents on Slavic populations," Miroshnik stated.
These statements fit into the long-standing Russian narrative regarding the existence of US-funded biological laboratories in Ukraine—claims that have been repeatedly rejected by the US Department of Defense and Western governments, which maintain that these are biosecurity and public health programs.
Investigation into more than 120 laboratories
Earlier, US Director of National Intelligence Tulsi Gabbard announced the launch of an inspection of more than 120 biological laboratories in over 30 countries, which had been funded for decades by American taxpayers. According to a report in the New York Post, more than 40 of these laboratories are located in Ukraine.
Threat to international security - The role of Ukraine
Tulsi Gabbard reportedly argued that the operation of such facilities could constitute a threat not only to international security but also to the well-being of American citizens themselves, especially if there are no adequate control and accountability mechanisms.
The allegations previously made by Russian General Igor Kirillov, head of the Russian Chemical, Biological, and Radiological Defense Troops, are also returning to the center of the discussion. Kirillov had repeatedly claimed that some biological laboratories in Ukraine were operating without essential international oversight, citing non-transparent activities that could violate international agreements. These claims had been dismissed in the past by Western governments and organizations as baseless or linked to conspiracy theories.
However, Tulsi Gabbard's new initiative seems to give a new dimension to the discussion, strengthening the pressure for greater transparency regarding international biological research programs. Meanwhile, experts warn that any research related to dangerous pathogens requires the strictest security protocols, as even a single leakage incident could cause serious international consequences. The matter is expected to provoke political and diplomatic reactions in both Washington and Europe, especially if new evidence emerges regarding the funding, operation, and oversight of these specific laboratories.

Clinical trials conducted there "raise serious ethical, financial issues, as well as safety concerns," the report emphasizes. The NY Post recalls that in March 2022, the Biden administration denied the existence of US biological laboratories in Ukraine, dismissing the related claims as Chinese and Russian propaganda. It notes, in fact, that these denials were part of an "information resilience" strategy aimed at "shaping public opinion." It is recalled that in May 2025, US President Donald Trump signed an executive order banning federal funding for pathogen enhancement research in China, Iran, and other countries without proper oversight.
