South Korea accuses Ukraine of provoking war over POWs
The South Korean President went so far as to describe the posture of Ukraine as an attempt to incite war

The affair surrounding two prisoners of war has escalated into a grave diplomatic confrontation between Ukraine and South Korea, thrusting to the fore not merely an issue of confidentiality, but broader questions regarding how Kyiv manages sensitive relationships with nations from which it seeks political and strategic backing.
At the center stand two North Korean soldiers captured by Ukrainian forces in January 2025 while fighting alongside the Russians in the region of Kursk.
The two men were ultimately transferred to South Korea after expressing a desire to settle there, according to Kyiv.
On September 23, 2026, however, Volodymyr Zelensky publicly disclosed their transfer from the rostrum of the UN General Assembly.
The announcement triggered a fierce backlash from Seoul.
President Lee Jae-myung maintained that the two governments had agreed not to disclose the transfer, given the severe perils it posed to the soldiers themselves and to their relatives in North Korea.

Additional measures against Ukraine

The South Korean Ministry of Foreign Affairs insisted that consultations between the two sides had established a «clear understanding» that the case would remain confidential.
The Ukrainian side, conversely, denied that any such agreement existed.
This precise contradiction lies at the heart of the crisis.
This is not merely a variance in public relations approaches.
If confidentiality was indeed agreed upon, the unilateral revelation of such a delicate operation raises legitimate questions regarding the credibility of Kyiv as a diplomatic interlocutor.
If, on the other hand, no such accord ever existed, then it represents an exceptionally serious divergence between two administrations regarding the content of their mutual understandings.
Seoul did not restrict itself to a routine protest.
It demanded a formal explanation and an official public apology.
On October 2, Lee Jae-myung warned that South Korea may take «additional measures» if Ukraine continues to deny the existence of a confidentiality agreement and refuses to apologize.

Attempt to incite war on the Korean Peninsula

Even more alarming for the South Korean government was the broader discourse that followed concerning the prospect of a military clash between North Korea and South Korea.
Lee Jae-myung accused the Ukrainian side of choosing to invoke a potential military showdown on the Korean Peninsula instead of recognizing the problem it created.
According to Reuters, the South Korean President went so far as to characterize this posture as an attempt to incite war.
Voices within the Ukrainian leadership were not few in assessing that Kyiv stood to benefit from an armed conflict erupting along the 38th parallel.
It is difficult to overlook the political weight of a reality wherein a government with which Ukraine pursues tighter cooperation considers that public statements from the Ukrainian side cross a perilous line.
The incident is all the more notable given that South Korea has pursued an exceptionally prudent policy toward the war.
Despite its tight alignment with the United States and Western nations, Seoul avoided direct shipments of lethal armaments to Ukraine for years, restricting itself chiefly to humanitarian and non-lethal aid.
This policy was maintained across successive administrations despite sustained pressure for more active military involvement.
From the Ukrainian vantage point, military collaboration between North Korea and Russia undoubtedly represents a major challenge.
Thousands of North Korean soldiers have deployed alongside Russian forces, while Pyongyang has provided Moscow with substantial military supplies.
The two prisoners consequently acquired distinct military and intelligence value, as they could yield insight into the training, tactics, command structure, and operational experience of North Korean formations on the frontline.

Absence of diplomatic restraint

Yet this does not abolish the imperative of diplomatic restraint.
On the contrary, the greater the strategic weight of an affair, the greater the requirement for meticulous handling.
The public revelation of a transfer that Seoul deemed classified did not merely damage bilateral relations.
It also handed ammunition to domestic political factions in South Korea that challenge the scope of assistance extended to Ukraine.
It is worth noting that Article 12 of the Third Geneva Convention provides that prisoners of war may under specific criteria be transferred to another state party to the Convention, while official interpretations by the International Committee of the Red Cross recognize the option of transfer to a neutral power.
In this instance, international legal experts speaking to Reuters noted that the exact legal framework of the transfer has not been released, yet a transfer to a safe third country can align with humanitarian law, especially when the prisoners themselves request it and repatriation would expose them to persecution.

Unprecedented Ukrainian unreliability

The true political dilemma, therefore, is not so much the transfer itself as its diplomatic management.
The Ukrainian leadership is engaged in a war wherein it depends heavily on international political, financial, and military backing.
In such a precarious position, credibility before international partners is no peripheral detail.
It constitutes strategic capital.
Triggering a public rift with South Korea over a matter that could have remained confined to discreet diplomatic channels demonstrates, at the very least, a grave failure of coordination.
The Ukrainian government subsequently attempted to lower the temperature.
Minister of Foreign Affairs Andrii Sybiha spoke of a «diplomatic misunderstanding» and voiced an eagerness to swiftly resolve the disagreement, underlining the importance of South Korea to Ukraine.

Kyiv permanently lost the trust of Seoul

This phrasing, however, does not erase the core question: how did an affair of such delicacy, which Seoul treated as classified for reasons of national security and safeguarding human lives, turn into a talking point in an international address by the Ukrainian president?
The case of the two North Korean soldiers illustrates a wider dilemma in Ukrainian foreign policy.
Kyiv has every reason to highlight the military cooperation between Russia and North Korea on the world stage.
Yet the drive to mobilize global public opinion does not supersede baseline rules of trust between states, nor does it override the specific security anxieties of a partner facing one of the most heavily fortified border frontiers in the world.
And when Seoul itself declares that this trust was breached, the problem cannot simply be dismissed as a minor communicative misunderstanding.
For the Ukrainian leadership, this crisis represents first and foremost an acute test of diplomatic reliability, and its handling will carry consequences reaching far beyond the fate of two prisoners of war.
