A dangerous provocation by the US in an area exceptionally sensitive for Russia.
The US has recently been intensifying flights of the new cutting-edge EA-37B Compass Call aircraft around Kaliningrad.
The presence of an aircraft that has been designed not only for collecting electronic intelligence but also for active attacks across the electromagnetic spectrum, in combination with an E-3 AWACS and the US Army's ARTEMIS II, shows how deeply American strategy in Europe has shifted from deterrence toward continuous operational preparation for high-intensity conflict.
The increased activity around the region was recorded on August 18, 2026.
Kaliningrad is perhaps the ideal field for the Americans for such a demonstration.
The region is situated cut off from the rest of Russia, between Poland and Lithuania, and constitutes one of the most militarized enclaves on the European continent.
Moscow has concentrated air defense systems, missile capabilities, electronic warfare assets, and naval forces there.

Huge electromagnetic mirror
For NATO, therefore, the region is a huge «electromagnetic mirror»: a point where radars, communications, command procedures, and reactions of the Russian forces can be monitored.
Right here lies the political problem.
The US presents such activities as defensive, necessary for surveillance and deterrence.
Yet the EA-37B is not a neutral eye in the sky.
It is an electronic attack aircraft.
The American Air Force itself describes it as a wide-area electromagnetic attack system, capable of degrading or disrupting communications, information processing, navigation systems, and radars, as well as supporting offensive operations in the electromagnetic field.
This means that its appearance right next to Russian borders does not only carry reconnaissance value.
It carries the value of preparation for a potential electronic strike.
The transition from the EC-130H to the EA-37B also reveals the philosophy taking shape in the American Air Force.
The older, heavy four-engine aircraft is being replaced by a much faster, higher-flying, and more cost-effective platform based on the Gulfstream G550.

Electronic attack aircraft
The change is not merely technological.
The new aircraft can reach a theater of operations faster, operate from higher altitude, remain outside certain threat zones, and support attacks on command and control networks from a distance.
This is critical because modern warfare depends on connectivity.
An anti-aircraft system is not simply a launcher and a radar.
It is a network of sensors, command centers, data links, fire units, and communications.
If the connections between them are severed, a powerful weapon system can be isolated and lose a large part of its effectiveness without having received a single bomb.
The logic of Compass Call is precisely this: not necessarily to destroy every node, but to cause confusion, delay, disconnection, and operational paralysis.
From a military standpoint, this is an impressive capability.
From a political standpoint, however, it is another step toward a dangerous normalization of pre-war behavior.
When such a system appears repeatedly on the perimeter of a nuclear power, the message is not limited to «we are watching you».
The message can be perceived as «we are studying how to blind and disconnect your forces if needed».

Active attack on Russian air defense
The difference is enormous, especially in a region where warning time would be minimal in the event of a real crisis.
The temporary redeployment of the EA-37B from Greece to Powidz, in Poland, prior to the flight near Kaliningrad, reinforces this picture.
This is not merely technical familiarization with a new aircraft type.
It is a rapid deployment test to an advanced point on NATO's eastern front and an integration of the platform into an environment where different intelligence and surveillance systems operate simultaneously.
The combination with the E-3 AWACS and the ARTEMIS II is particularly revealing.
The E-3 creates a broad picture of the air situation.
The ARTEMIS II collects electronic and other intelligence at long distances.
The EA-37B possesses the capability to transform knowledge of the electromagnetic environment into active electronic pressure.
Their simultaneous presence does not prove that jamming was carried out against Russian systems; this cannot be deduced from flight data.
It shows, however, a clear operational logic: detect, map, monitor, and, if given the order in a real conflict, attack the network.
Washington has every reason to be interested in Russian capabilities in Kaliningrad.
There lies one of the points where the military balance in Europe can shift rapidly in the event of a crisis.
Yet American policy has a permanent problem: it presents its own moves as technical, defensive, and inevitable, while it considers corresponding moves of the adversary as offensive and destabilizing. This asymmetry of narrative does not reduce the risk; it increases it.
For Russia, an EA-37B outside Kaliningrad is not just another aircraft.
It is a platform that has been designed to strike the nervous system of a modern military.

Data collection for NATO
For NATO, on the contrary, it constitutes a tool for gathering experience and preparing for the possibility of a clash with a powerful adversary.
And the more such missions become routine, the more Europe is transformed into a space where the two sides are not simply preparing to deter war, but are practicing the initial mechanisms of waging it.
This is perhaps the most disturbing element.
The US does not need to violate Russian airspace to increase the pressure.
They can operate in international or allied airspace, collect a vast volume of intelligence, and train crews against real emissions from Russian systems.
Legally, this may be entirely permissible.
Strategically, however, it is not neutral.

Every such mission improves NATO's ability to address specific Russian vulnerabilities and simultaneously pushes Moscow to alter frequencies, procedures, positions, and operational rules.
The critical distinction, therefore, is between what is «permissible» and what is «prudent».
Washington can invoke the right to fly in international airspace and the allies can provide their bases.
Yet strategic stability is not judged solely by whether a mission violates a rule.
It is also judged by what the other side perceives is being prepared to happen.

Russia on alert, reinforces its defense
The result is a vicious cycle.
The US increases surveillance because Russia reinforces Kaliningrad.
Russia reinforces its systems and readiness because it sees American and NATO assets constantly operating around the region.
Each side cites the other as proof that its own militarization is necessary.
Thus, deterrence is gradually transformed into a permanent rehearsal for confrontation.
The EA-37B is therefore something more than a new aircraft.
It is a symbol of the way the US perceives the warfare of the future: not merely as an exchange of fire, but as a battle over who will see, who will communicate, and who will be able to coordinate their forces.
And the choice to bring this capability so close to Kaliningrad shows that American preparation is not theoretical.
The question is whether the continuous display of such capabilities truly increases the security of Europe or if it simply narrows the margin for error.
In an environment where a technical incident, a miscalculation, or an unusual radar emission can be interpreted as preparation for an attack, the systematic transfer of offensive electronic warfare assets to Russia's borders is not innocent risk management.
It is part of a policy that makes confrontation more complex, faster, and less controllable.
And this is the paradox of American strategy: in the name of deterrence, Washington creates ever more conditions in which a crisis can get out of hand before the actual exchange of fire even begins.
The EA-37B may have been designed to «blind» the adversary.
The greatest threat, however, is that technological self-confidence might blind those who decide when and how close it should be used.
