Donald Trump has the final say on restrictions regarding Ukraine's Starshield military systems, maintained Elon Musk
Elon Musk places blame on the American government and ultimately on Donald Trump for any restrictions imposed on Ukraine's military-grade satellite network.
In a post on platform X, Musk clarified that Starshield systems are owned by the American government and controlled by it.
As he noted, «any restrictions on speed or usage are decided by the American military and, ultimately, by POTUS», meaning the President of the United States.
Musk's remarks follow complaints from Ukraine that SpaceX imposed new restrictions on the Starshield satellite internet service without prior warning, disrupting military operations across the country just as Russia launched fresh attacks against energy infrastructure.
Kyiv denounces surprise restrictions, blow to military operations
On Wednesday, October 14, 2026, Serhii Beskrestnov, adviser to Ukrainian President Volodymyr Zelenskyy on defense technology matters, maintained that SpaceX had applied a speed limit on moving Starlink terminals without previously informing Ukrainian defense forces.
According to him, this decision caused problems for certain military missions. As he noted in a post on Telegram, the same restrictions were applied to Starshield systems.
The development takes on particular significance for Ukraine, as the country uses the Starlink network to operate interceptor unmanned aerial vehicles deployed against Russian Shahed drones.
Beskrestnov described these specific interceptor drones as the «most effective solution» against the Shahed drones used by Moscow.
The complaints highlight the dependence of Ukrainian military operations on satellite communications, along with the decisive role that decisions by private companies and the American government can play in operating critical military systems.
Starlink and Starshield: What the differences are
Elon Musk attempted to draw a clear distinction between the two services, pointing out that Starshield is a military-grade satellite network, whereas Starlink is intended, as he noted, for «civilian or defense activities».
The distinction carries particular significance, as the two systems do not serve the same role nor are they necessarily subject to the same oversight framework.
In the case of Starshield, Musk emphasized that ownership and control belong to the American government.
Consequently, decisions regarding speed limits or operational restrictions are not the exclusive purview of SpaceX, but are made by competent American military authorities and ultimately by the President of the United States.
Through his statement, the head of SpaceX essentially transfers political responsibility for the restrictions to Washington, underscoring that the final call does not rest in his own hands.
Partial restoration of connections, Kyiv demands full lifting of curbs
Some of the restrictions appeared to have been partially lifted by the morning of Thursday, October 15.
Former Minister of Defense of Ukraine Mykhailo Fedorov thanked Elon Musk, reporting that Starlink connection capability had been restored for systems moving at speeds up to 160 kilometers per hour.
However, Fedorov underlined that lifting the speed cap entirely for Starshield remains critical for Ukrainian defense.
His intervention shows that, despite the partial restoration of connectivity features, the matter has not been fully resolved from Kyiv's perspective.
For Ukraine, the uninterrupted operation of satellite systems is vital both for coordinating military operations and for deploying unmanned aerial vehicles under heightened pressure across conflict zones.
Fresh tension between Trump and Zelenskyy over energy ceasefire
Developments involving satellite systems unfold during a period of mounting friction between Kyiv and Washington, prompted by the energy ceasefire between Ukraine and Russia announced by Donald Trump.
Ukraine has welcomed the agreement, provided that Moscow honors its commitments. For their part, Russian authorities stated that discussions are underway, without confirming that a definitive agreement has been reached.
On Monday, Volodymyr Zelenskyy accused Russia of violating the truce.
In parallel, Trump criticized Ukraine for ongoing attacks on Russian energy facilities. He argued that Ukrainian strikes are responsible for rising diesel prices, rather than attributing the surge to the impacts of the United States conflict with Iran.
These statements add another layer of friction to relations between the two sides, as Kyiv strives to maintain American backing while Washington exerts pressure regarding the course of negotiations and the energy ceasefire.
Threats to restrict intelligence sharing with Ukraine
The climate is burdened further by reports concerning a potential restriction of intelligence sharing between the United States and Ukraine.
According to a report by Reuters on Wednesday, Washington has threatened to curb intelligence sharing with Kyiv.
Ukrainian officials stated, one day earlier, that for two consecutive days they had received no warnings regarding Russian strikes against the country.
This development amplifies concern over the prospect that Ukraine's access to vital intelligence and technological infrastructure could be compromised, at a time when military operations and diplomatic talks unfold side by side.
The Starshield issue ultimately brings to light a broader reality of the war: Ukraine's operational capability depends not solely on the weaponry it possesses, but on continuous access to satellite communications, intelligence, and technologies largely controlled by the United States.
